Directive 2002/96/EC on waste electrical and electronic equipment was the first of the European Directives to be published on [[WEEE]] on the 27 Jan 2003 and formed part of the producer responsibility principle. It&#039;s aim was to ensure that those responsible for placing one of the fastest growing waste streams &#039;on the market&#039; i.e. the producers, distributers etc become responsible for the recyling and recovery of any electrical or electronic product at the end of its life given that this equipment often contained several hazardous substances such as mercury, cadmium, lead, hexavalent chromium and polychlorinated biphenyls (PCBs) and certain ozone deleting substances&amp;lt;ref name=&amp;quot;WD&amp;quot;&amp;gt;[https://eur-lex.europa.eu/resource.html?uri=cellar:ac89e64f-a4a5-4c13-8d96-1fd1d6bcaa49.0004.02/DOC_1&amp;amp;format=PDF WEEE Directive 2002/96/EC]&amp;lt;/ref&amp;gt;.&lt;br /&gt;

The Directive applied to all household and non-household waste electrical and electronic equipment used by consumers with the Directive also requiring that any WEEE was collected seperately and that any producers should finance collection of WEEE from collection facilities and the treatment, recovery and disposal of WEEE&amp;lt;ref name=&amp;quot;WD&amp;quot; /&amp;gt;. The Directive was transposed into UK legislation as The Waste Electrical and Electronic Equipment Regulations 2006 as amended the (&amp;quot;WEEE Regs&amp;quot;). &lt;br /&gt;

The requirements of the WEEE Directive have since been updated and amended since the publication of this first Directive.&lt;br /&gt;

Directive 2012/19/EU on waste electrical and electronic equipment ([[WEEE]]) is the current version of the Directive which was published on the 13 August 2012. It seeked to tighten up the requirements of the initial directive and contribute more effectively to sustainable production and consumption by the prevention of WEEE and by the re-use, recycling and other forms of recovery of such wastes so as to reduce the disposal of waste and to&lt;br /&gt;

[[Mechanical Biological Treatment]] ([[MBT]]) is a generic name for a range of processes. In its simplest form waste is mechanically sorted and prepared ready to then undergo [[Aerobic Composting]] as the biological treatment phase in an enclosed building or enclosed vessels, which stabilizes the waste, reduces moisture and carbon, and produces recyclate, a [[Compost Like Output]] ([[CLO]]) and [[Waste Derived Fuel]] ([[WDF]]).&lt;br /&gt;
&lt;br /&gt;
In its desire to stimulate investment in waste infrastructure, and underpin the diversion of [[BMW]] waste from [[Landfill]], the Government supported/subsidized a range of treatment technologies on a number of sites that were procured by [[Waste Disposal Authorities]] needing this infrastructure through a dedicated [[PFI]] or [[PPP]] contract. The [[PFI]] scheme has now ceased after [[DEFRA]] assessed &amp;lt;ref&amp;gt;[https://data.gov.uk/dataset/b99f22a0-e716-44bf-bff2-a12da2562e4f/waste-infrastructure-delivery-programme-widp-residual-waste-treatment-infrastructure-project-list-ipl [[DEFRA]] Waste Infrastructure Delivery Programme]&amp;lt;/ref&amp;gt; that the [[BMW]] targets could be met with the infrastructure funded to that date, with [[MBT]] type projects prevalent in the funding process. Several contracts are currently being considered by [[Waste Disposal Authorities]] for movement out of [[PFI]] and out of [[MBT]] after consideration of the cost benefit of continuing with the contract in the light of economic challenges, and several have already been removed/terminated (i.e. Lancashire) or have had closed with major restructure (i.e. Greater Manchester).&lt;br /&gt;

The Ferrybridge FM2 facility was built to service primarily residual [[Household Waste]], [[Commercial Waste]], [[RDF]], [[SRF]] and [[Wood Waste]] giving it flexibility in the market and responding to the success and demand for the FM1 plant. The core tonnage for the plant has come from a range of suppliers, including [[RDF]] from [[Associated Waste Management]]&#039;s [[Treatment]] facility in Leeds (which receives tonnage from [[Bradford Metropolitan District Council | Bradford]] amongst others) but the plant also includes a large proportion of tonnage from other waste management companies processing [[Residual Waste]] to form an [[RDF]] for the plant, rather than relying on a core [[PPP]] or [[PFI]] contract for supply. It is located on the old Ferrybridge &#039;C&#039; coal fire power station near Knottingley and has [[Ferrybridge Multifuel 1 (FM1)]] located adjacent to it, on the same [[SSE]] site. The combined FM1 and FM2 are capable of processing 1,350,000 tonnes per annum, making it the biggest [[Residual Waste EFW]] site in the UK.&lt;br /&gt;

The project was originally a 50:50 joint venture between [[Wheelabrator]] and [[SSE]], but in late  2020 [[SSE]] sold their share to the [[European Diversified Infrastructure Fund III]], a fund managed by [[First Sentier Investors]] (FSI) (formally known as First State Investments) headquartered in Australia. In December 2020 [[Wheelabrator]] announced the sale of their UK energy from waste division to the same fund&amp;lt;ref&amp;gt;https://www.letsrecycle.com/news/latest-news/wheelabrator-to-sell-uk-efw-arm/&amp;lt;/ref&amp;gt; for completion in early 2021. &lt;br /&gt;

The proposal is to focus the [[DRS]] on drinks containers - glass bottles, plastic bottles and cans - with a deposit paid when a drinks container is purchased which is then redeemed when the consumer returns their empty drinks container to a designated return point. In the context of a [[Waste Collection Authority]] it is an expression of whether the services required are delivered by the [[Waste Collection Authority]] itself as opposed to a third party private company that has successfully been awarded the work under competitive tendering as an [[OutSourced]] arrangement. The arrangements can bundle with other services (i.e. beach cleaning) or keep different collection aspects separate (i.e the collection of [[Dry Recyclables]] may be separate from the collection of [[Residual Waste]]).&lt;br /&gt;
&lt;br /&gt;
In a similar sense a [[Local Authority Trading Company]] ([[LATCs|LATC]]) is a company wholly owned by a Local Authority to operate certain waste services. Equally there is no historical tonnage received and recorded in the [[NRW]] statistics as these are recorded and only available on a calendar year basis up to the end of 2018 (i.e. January 2018 to December 2018).
