The aim of [[The Waste Management Licensing (Scotland) Regulations 2011]] is to consolidate the Waste Management Licensing Regulations 1994 (as amended) (WMLR) with the aim of making Scottish waste legislation clearer and easier to understand for both regulators and operators. This includes:
*Amending certain provisions of the WMLR to provide a more flexible and efficient waste management licensing system, in line with the principles of Better Regulation.

*Transposing the revised Waste Framework Directive (2008/98/EC) fully into Scots law.

*Amendments to legislation relating to waste carriers to take account of a clarification of Community law by the European Court of Justice (ECJ)<ref>Scottish Governement, 2019.
