The Cornwall facility was built as part of a [[PFI]] contract  with [[Cornwall Council]] which runs to 2039 and includes the operation of [[HWRC]] sites and [[MRF]]s in the county. The tonnage provided requires a large proportion of tonnage to be sourced from outside Cornwall, which has proved controversial<ref>[https://www.cornwalllive.com/news/business/controversial-incinerator-cost-141-million-438765/ Cornwall Live Article]</ref>.
