The Devonport facility was built primarily to service a 25 year [[PFI]] contract signed in March 2011 with [[South West Devon Waste Partnership]] (or [[SWDWP]]) which comprises [[Torbay Council]], [[Plymouth City Council]], and [[Devon County Council]] with anticipated input of around 163,000 tonnes per annum from these authorities.
