The project is being developed by [[Covanta]] and was owned by [[Covanta]] (80%), [[Veolia]] (20%) and [[Covanta]] and [[Green Investment Group]] (80%). In March 2022 [[EQT]], the owner of Covanta, bought the interests of the [[Green Investment Group]] in this and three other projects ([[Newhurst EFW]], [[Protos EFW]], and [[Earls Gate Energy Centre]])<ref name = 'ref1'/> to leave [[Green Investment Group]] with no further interest in the projects.

The plant gained planning consent in 2013, reached financial close in March 2019, and will delivered by an [[EPC]] turnkey arrangement with [[Hitachi Zosen Inova]] technology. An operational date is programmed for 2022 after a lengthy legal challenge to the development came to an end in November 2019 focused on the issue of the [[Environmental Permit]] <ref>[https://www.letsrecycle.com/news/latest-news/court-rejects-rookery-pit-appeal/ Letsrecycle Article]</ref>.
