In the broadest sense InHouse can be defined by 'work or activities done by employees of an organisation or company, rather than workers outside the organization or company'<ref>Collins 2019</ref>.
In the context of a [[Waste Collection Authority]] it is an expression of whether the services required are delivered by the [[Waste Collection Authority]] itself or by a third party private company that has successfully been awarded the work under competitive tendering as an [[OutSource]] arrangement. The arrangements can bundle with other services (i.e. beach cleaning) or keep different collection aspects separate (i.e the collection of [[Dry Recyclables]] may be separate from the collection of [[Residual Waste]].
Legally the Waste Collection Authority is required to periodically demonstrate that by delivering the service themselves that it is economically more advantageous than [[OutSource]] arrangements
Increasingly the InHouse alternative being considered is the [[LATC]] or [[TECKAL]] arrangement which is to some degree an [[OutSource]] option but by an InHouse style arms-length company
