These Regulations amend the Landfill (England and Wales) Regulations 2002 for the purpose of implementing Council Decision 2003/33/EC establishing criteria and procedures for the acceptance of waste at landfills pursuant to Article 16 of and Annex II to Directive 1999/31/EC. They also make provision in respect of the implementation of the Landfill Directive.  
These Regulations amend the Landfill (England and Wales) Regulations 2002 for the purpose of implementing Council Decision 2003/33/EC establishing criteria and procedures for the acceptance of waste at landfills pursuant to Article 16 of and Annex II to Directive 1999/31/EC. They also make provision in respect of the implementation of the Landfill Directive.  


The regulations set out a pollution control regime for landfills including the conditions to be included in landfill permits. It also requires the Environment Agency to classify landfills as hazardous waste, non-hazardous waste or inert waste. The regulations also ensure that all landfills covered by the Regulations are Part A(1) installations and therefore require a permit<ref>Defra, 2011.
