InHouse
In the broadest sense InHouse can be defined by 'work or activities done by employees of an organisation or company, rather than workers outside the organization or company'[1].
In the context of a Waste Collection Authority it is an expression of whether the services required are delivered by the Waste Collection Authority itself or by a third party private company that has successfully been awarded the work under competitive tendering as an OutSourced arrangement. The arrangements can bundle with other services (i.e. beach cleaning) or keep different collection aspects separate (i.e the collection of Dry Recyclables may be separate from the collection of Residual Waste).
Legally the Waste Collection Authority is required to periodically demonstrate that by delivering the service themselves that it is economically more advantageous than OutSourced arrangements
Increasingly the InHouse alternative being considered is the LATCs or TECKAL arrangement which is to some degree an OutSourced option but by an InHouse style arms-length company
