A Waste Management Licence (WML) was an authorisation granted to operate a waste facility prior to the advent of the Environmental Permitting regime. Waste Management Licences were issued under the Environmental Protection Act 1990. Initially these were issued and regulated by County and Metropolitan Authorities, but these duties were vested in the Environment Agency from 1996.

Waste Management Licences are no longer in operation and all sites with a WML were slowly transferred across to the Environmental Permitting regime and issued with an Environmental Permit.
