Waste Management Licensing (Scotland) Regulations 2011
The aim of the Waste Management Licensing (Scotland) Regulations 2011 is to consolidate the Waste Management Licensing Regulations 1994 (as amended) (WMLR) with the aim of making Scottish waste legislation clearer and easier to understand for both regulators and operators. This includes:
- amending certain provisions of the WMLR to provide a more flexible and efficient waste management licensing system, in line with the principles of Better Regulation.
- Transposing the revised Waste Framework Directive (2008/98/EC) fully into Scots law.
- Amendments to legislation relating to waste carriers to take account of a clarification of Community law by the European Court of Justice (ECJ)[1] [2]
