Waste Producer
A Waste Producer is defined within the Waste (England and Wales) Regulations 2011 as 'anyone whose activities produce waste (original waste producer) or anyone who carries out pre-procesing, mixing or other operations resulting in a change in the nature or composition of this waste'.
In more simpistic terms a Waste Producer is therefore any person whose activities produce waste[1]. This includes private sector businesses such as shops, offices, factories and tradespersons (e.g. electricians, builders, glaziers and plumbers) and public sector services such as schools, hospitals and prisons, as well as charities and voluntary and community groups[1].
It also includes permitted operations or exempt facilites that produce waste as part of their activities. Any waste operation that changes the nature or composition of the waste is regarded as a Waste Producer[1].
Waste producers play a key role in the Duty of Care regime as they best placed to identify the nature and characterisitcs of the waste[1].
