In the broadest sense 'InHouse' can be defined by 'work or activities done by employees of an organisation or company, rather than workers outside the organization or company'[1].

In the context of a Waste Collection Authority it is an expression of whether the services required are delivered by the Waste Collection Authority itself as opposed to a third party private company that has successfully been awarded the work under competitive tendering as an OutSourced arrangement. The arrangements can bundle with other services (i.e. beach cleaning) or keep different collection aspects separate (i.e the collection of Dry Recyclables may be separate from the collection of Residual Waste).

In a similar sense a Local Authority Trading Company (LATC) is a company wholly owned by a Local Authority to operate certain waste services. This is an alternative to the OutSourcing of services to a private waste management company or the delivery of the services by an InHouse delivery team within the Authority.

Legally the Waste Collection Authority is required to periodically demonstrate that by delivering the service themselves that it is economically more advantageous than OutSourced arrangements.

Increasingly the InHouse alternative being considered is the LATCs or TECKAL arrangement which is to some degree an OutSourced option but by an InHouse style arms-length company.
