Consignment Note
Introduction
A Consignment Note is the paperwork that acccompagnies Hazardous Waste movements as required by the Duty of Care regime which mandates that Waste transfers are accompagnied by a written description of the Waste. A Consignment Note must be prepared before it is moved[1].
A note is required for all movements of Hazardous Waste including[1]:
- Collections from business by registered Waste Carriers
- Movements from one premises to another within the same business
- movements from customer premises, where another business has produced waste
A Consignment Note is not required to move hazardous waste for[1]:
- the movement of domestic hazardous waste (other than asbestos waste) from a domestic household to an initial collection point
- waste imported or exported under international waste shipment controls which uses a different movement note.
Domestic Hazardous Waste
Domestic hazardous waste includes hazardous waste produced in an occupied domestic household by[1]:
- householders
- community healthcare workers
- service engineers and trades people, like plumbers and electricians
It also includes waste produced by roadside breakdown services attending a domestic householder’s private vehicle at home or at the roadside.
Cross Border Movements
Waste moving to England from Scotland, Northern Ireland, Wales or Gibraltar
If waste is moving to or from any of the domestic countries listed above the Waste Producer, Waste Holder, Waste Carrier or consignor must[1]:
- use the Consignment Note of the country of origin, completed in line with their legislation
- provide a separate transport document where the Consignment Note does not contain enough information to comply with carriage of dangerous goods requirements
- do not send the EA a pre-notification copy.
If the consignee who receives the Waste is located in England then[1]:
- a copy of the completed Consignment Note to the Scottish Environmental Protection Agency (SEPA) if the waste was from Scotland
- a copy of the completed Consignment Note to the Northern Ireland Environment Agency (NIEA) if the waste is from Northern Ireland
- report all wastes received on consignee returns to the producer and to the Environment Agency
Waste moving from England to Scotland or Nortern Ireland (but not Wales)
If Waste is moving from any of the countries from England then[1]:
- an additional copy of the Consignment Note should be prepared
- send the additional copy to SEPA or NIEA as appropriate, at least 72 hours before the waste is being moved (pre-notification)
- consign the waste as per a movement within England
- comply with the requirements in Scotland or Northern Ireland if the consignee rejects the waste
Waste moving from England to Wales
The normal Consignment Note procedure applies.
