In late 2017/early 2018, MVV Umvelt entered into a contract with Dundee City Council and Angus Council to take over and operate this existing energy from waste facility whilst building a new, modern facility next door (Dundee EfW CHP Facility) which became operational in January 2022. This WikiWaste page reports the two sites as one, as the operate under the same permit[1].

Summary

In late 2017/early 2018, MVV Umvelt entered into a contract with Dundee City Council and Angus Council to take over and operate this existing energy from waste facility whilst building a new, modern facility next door (Dundee EfW CHP Facility).[2].

The original facility receives 120,000 tonnes of waste a year collected from Dundee, Angus and Aberdeenshire areas and has a capacity of 150,000 tonnes per year. The facility primarily accepts Municipal Solid Waste and Household Waste but does allow some Commercial Waste to be treated on site into an RDF prior to combustion.

The plant is due to continue to late 2030 and run in parallel with the new plant, which became operational in January 2022 and has a processing capacity of 110,000 tonnes of waste per year.

History

The EFW plant at Baldovie was for many years the only municipal waste fired EfW plant in mainland Scotland. It suffered a major fire in 2012 and was later refurbished at a cost of £13.5m.[3]

It was previously owned and operated by Dundee Energy Recovery Ltd, a local authority owned company and formed part of a PFI with Dundee City Council and purchased by MVV Umwelt in November 2018.

The new facility began construction in 2018 and was due to be operational at the end of 2020, first waste was reported through hopper in March 2021[4] with full operational handover completed in March 2022. Handover in the Annual report was recorded as January 2022[5].

Plant

The incineration process carried out by the plant handles mainly Household Waste and Commercial Waste that has been processed into RDF on site prior to combustion in two 17 MW thermal input bubbling fluidised bed boilers firing at 7.5 tonnes/hour (which at the time were the first in operation in the UK). The plant generates 10.5 MWe of electrical output with 8.3 MWe exported to the National Grid. Modifications to the plant since acquisition by MVV Umwelt in November 2018 led to an agreement in December 2020 to extend the operation of these two lines for 10 years (i.e. December 2030)[6][7].

The new facility is a moving grate technology and is located to south of the existing fluidised bed plant. it has the capacity to supply 20 tonnes of steam due to be used as a source of heat for the near by Michelin tyre production factory (should it still be in operation once the facility becomes fully operational). The plant was fully commissioned and has been regulated since 1st January 2022 under the same permit as the existing plant. The building has been designed to measure 134m in length and 38m in height, with an exhaust stack measuring 90m.[8]. The design, construction and commissioning of the plant was undertaken by Standardkessel Baumgarte GmbH under a full turnkey engineering, procurement and construction (EPC) contract.[9]

The combined capacity of the 3 lines is 34 tonnes/hr with 54MWth and 20MWe[10].

Local Authority Data

The Residual EfW pages for sites located in England and Wales capture the data reported by Local Authorities, through WasteDataFlow, received at those sites. In Scotland this data is not reported, meaning that the destination in WasteDataFlow is not defined and the origin in the regulator returns for a facility receiving the tonnage is also not reported (resulting in a 'NA' in the table in the section below). As a result it is not possible to report for Scottish sites in the same way as other sites in WikiWaste. Waste Tonnage, By Origin

The table shows a list of the Waste for the Permit PPC/A/1003157, that has arrived into sites as reported to the Regulator and then publicised in their reported statistics. The Data used is from the most recent returns. The total reported tonnage arriving at the site was: Expression error: Unexpected < operator.t.

Where this tonnage exceeds that reported in year of the corresponding annual report, this may be due to the following reasons:

  • Tonnage may have been received but not incinerated, i.e. the material is held pending incineration (the operator return to the EA reports as received whereas the annual report focuses on when the waste is incinerated.)
  • Material may have been received into the site but treated in some other way than incineration.
  • Material may have been received on the but transferred out of site for disposal/treatment at another site rather than incineration on the site.
