Plant Description
CNIM was the original EPC contractor for this facility, with Clugston in charge of the civil engineering.
Construction commenced in January 2019 and was scheduled to take 3 years, with commissioning ending and operations beginning in 2021[1][5].
However, with CNIM falling into financial difficulty, and ultimate collapse, led to delays, with operation reported to have commenced in 2024.
The conventional combustion approach is delivered by a single line reverse moving-grate combustion technology provided by CNIM-Martin[1][7].
The original permitted capacity of 216.000 tonnes a year was extended to 274,000 tonnes in Aug 2021[7].
History
The facility was developed by Brockwell Energy as a Combined Heat and Power facility, exporting 21.5 MW electricity and heat to the nearby chemical company CalaChem and to other adjacent industrial plants, with any excess power fed into the national grid.
The cost of the project was originally reported at circa £200m, which was provided by the investors Brockwell Energy, the Green Investment Group and Covanta (now Encyclis).
The plant was originally planned to be operated by MES Environmental for a contract duration of 25 years[2].
Subsequently Hitachi Zosen Inova (now Kanadevia Inova) were contracted to complete the construction of the plant and were awarded a 25 year contract to operate it[3].
The facility was expected to become operational by the end of 2021[4] but ran into delays through the construction subsidiary of CNIM responsible for delivery of EfW projects running into financial difficulties in January 2022. This is also impacted a second plant under construction at Lostock Sustainable Energy Plant[4].
The plant was reported as becoming operational in May 2024 on the Kanadevia Inova website[3] and on the company website[5].
In March 2022 EQT, the owner of Covanta, bought the interests of the Green Investment Group in this and three other projects (Newhurst EfW, Protos EFW, and Rookery Pit ERF) to leave Green Investment Group with no further interest in the projects[6].
