NESS Energy Project

An EfW facility based upon conventional combustion technology, located at East Tullos industrial estate at the site of a former gas storage site in the south of Aberdeen.

The facility is forecast to have a capacity of 150,000 tonnes per year, with operations being transferred to Suez in January 2026[1][7].

Plant Description

The construction firm Acconia was appointed to build the plant as the EPC contractor, having started construction in 2019[5].

Acconia and Indaver were originally appointed as the O&M contractor.

The EfW utilises moving-grate combustion technology from Standardkessel Baumgarte[4].

The plant has had a number of issues during commissioning and was still not operational in 2024[1].

Indaver stepped away from the O&M leaving Acconia (as EFW NESS Limited) to deliver the O&M in August 2025[6].

In January 2026, after a further plant shut down, the facility reopened with Suez having been appointed as the plant operator[7].

History

In 2015, Aberdeen City Council, Moray Council and Aberdeenshire Council decided to collaborate to put in place a long-term waste management solution for the area, issuing the tender notice early in 2017 (North East Scotland Shared - NESS - EfW project).

In March 2019, Acciona were chosen as the preferred bidder to construct the facility, working alongside the local authorities and waste firm Indaver, which was contracted to operate the plant for 20 years once operational[2][3].
