Plant Description

The plant is being constructed under a turnkey EPC arrangement by STC Power SRL with an operation and management contract also with STC Power SRL[1][3]. Operation was due to commence in Q2 of 2024.

The plant is a 1 line, moving grate based technology by Standardkessel Baumgarte[2], delivering up to 19.3MWe gross, 17.3MWe net for export[5].

The plant is designed to process 185,600 tonnes per annum of non-hazardous residual waste fuel based on 8,000 hours operation at 23.2t/h at a fuel Net Calorific Value (NCV) of 10.5MJ/Kg up to a maximum of 27.0t/h at a fuel NCV of 9.0MJ/Kg[5].

History

The project was developed by Doveyard Limited, originally a joint venture between Waste Energy Partners and Low Carbon Limited, and acquired by Octopus Renewables as part of the funding of the project[1].

A permit was issued in Nov 2025 for the facility by SEPA[5] and a separate project timeline submitted to SEPA suggests that operation is now planned for late 2026/early 2027.
