PackUK
PackUK is the scheme administrator for the UK’s Extended Producer Responsibility for packaging (pEPR) programme. PackUK is delivered by DEFRA on behalf of the four UK nations[1].

Role
- sets Extended Producer Responsibility for packaging (pEPR) fee rates for household packaging materials,
- collects these fees from obligated producers who place household packaging onto the market, and
- makes payments to local authorities to cover the cost of managing household packaging waste
Funding is provided through the pEPR fees provided by producers[1].
Governance
The overarching structure includes:
- A four Nations Ministerial Steering Board
- The Scheme Administrator Executive Committee (SA ExCo) and
- The advisory Audit and Risk Assurance Committee.
The SA ExCo is supported by advisory boards of experts including the:
- Scheme Administrator Steering Group (SASG)
- Recyclability Assessment Methodology Technical Advisory Committee (RAM TAC)
- Efficiency and Effectiveness Technical Advisory Committee (E&E TAC)
- Communications and Behaviour Change Advisory Group (CBCAG)[2]
Modulated Fees
The revenue from pEPR fees will generate more than £1 billion annually for redistribution to support local collection and recycling services.
Each packaging material has a different fee applied to it and from 2026/7 these fees wil be adjusted (modulated) to reflect the recycability of the materials (usng a Recyclability Assessment Methodology). The intention is to create incentives for producers to change packaging materials to those with a lower environmental impact[1].
