Parc Adfer EfW
An EfW facility based upon conventional combustion technology and considered an ERF based on its R1 status. Parc Adfer EfW has a permitted capacity of 232,000 tonnes per year and is based within the Deeside Industrial Estate in North Wales.
The plant is owned and operated by Enfinium. Delivery of waste is primarily by road from the five counties in the North of Wales representing the North Wales Residual Waste Treatment Project[1][2].

Plant Description
The process technology and the EPC for the plant was supplied by CNIM, with Clungston responsible for the civil engineering works.
The project financing was £180 million which was supplied with a 23-year term loan from the Green Investment Bank, MUFG, Natixis and Siemens, with an equity bridging loan provided by Barclays[1].
The plant has combined heat and power capability and is designed to generate 19MWe with 17MWe for export[1].
Parc Adfer was recently announced as the first EfW in the UK to pursue CCSU[2].
History
Wheelabrator Technologies was selected as the preferred bidder to build and operate the Parc Adfer EfW in 2014, entering into a 25 year contract as a Public Private Partnership (PPP)[2]
Support was given by the Welsh Government as the facility serves the five local authorities that make up the North Wales Residual Waste Treatment Project (NWRWTP).
Planning consent was granted by Flintshire County Council in May 2015, and the environmental permit was granted by Natural Resources Wales in October 2015, and construction began in December 2016 with the full commercial operations starting December 2019[2].
In December 2020 Wheelabrator announced the sale of their UK energy from waste division to the European Diversified Infrastructure Fund III, a fund managed by First Sentier Investors (FSI) (formally known as First State Investments) headquartered in Australia[2]. In December 2020 Wheelabrator announced the sale of their UK energy from waste division to the same fund[3] for completion in early 2021[4].
