In the broadest sense 'InHouse' can be defined by 'work or activities done by employees of an organisation or company, rather than workers outside the organization or company'<ref>Collins 2019</ref>.
In the context of a [[Waste Collection Authority]] it is an expression of whether the services required are delivered by the [[Waste Collection Authority]] itself as opposed to a third party private company that has successfully been awarded the work under competitive tendering as an [[OutSourced]] arrangement. The arrangements can bundle with other services (i.e. beach cleaning) or keep different collection aspects separate (i.e the collection of [[Dry Recyclables]] may be separate from the collection of [[Residual Waste]]).
In a similar sense a [[Local Authority Trading Company]] ([[LATCs|LATC]]) is a company wholly owned by a Local Authority to operate certain waste services. This is an alternative to the [[OutSourced |OutSourcing]] of services to a private waste management company or the delivery of the services by an [[InHouse]] delivery team within the Authority.
Legally the [[Waste Collection Authority]] is required to periodically demonstrate that by delivering the service themselves that it is economically more advantageous than [[OutSourced]] arrangements.
Increasingly the InHouse alternative being considered is the [[LATCs]] or [[TECKAL]] arrangement which is to some degree an [[OutSourced]] option but by an InHouse style arms-length company.
